It has to be done by State Security Department
Independent of the police. Thereafter the entire process is vetted again from an audit process to establish if the correct steps were followed when the person was vetted.
Step one. SSA expert interviews the person. Digs into who your friends are . Social media posts etc

Then a second SSA person interviews you. Same process.
Then comes the polygraph questions
Are you currently involved in any criminal activity

Properly structured questions to vet the person

Also interviewing lots of samples of people to get an understanding of this persons honesty.
Proper vetting must be done on qualifications , experience etc.
