Dear Minister Gordhan. May I suggest that you look into "waste to energy plants" as a supplementing form of energy.

This method uses all household and industrial waste to generate electrity. It could perhaps be a solution for highly populated areas with lack of basic services such as waste removal and electricity.

A positive spin off is less trash in landfills. Chemical by products could perhaps be re used in other industrial applications.

I am not aware of any such plants in South Africa.
