I have served as a councilor many years ago.
Since then I always had this idea of all vehicles transporting people to have their head lights on at all times.
It makes them more visible to any other traffic and easier for traffic officials to ensure that their lights are in working condition.
This will ensure that they have lights transporting people at night.
Currently their are big numbers of vehicles driving without or only 1 light working.
