I note your argument that the President is not a Member of the Parliament and therefore should not have an oversight Committee over Vote 1. You do know that a Member of the Executive does not have to be an MP - the President may appoint someone not in Parliament. If that were the case, would it mean that that Minister would not have to report to a Parliamentary Committee?
