Dear Sir,
It is a great privilege for me to contribute some suggestions that can assist with your recent comments on documenting Non South Africans residing here illegally . As an African its deem vital for me to give hand or idea on our well being on this continent.
Please sir, l will emphasis on solutions and benefits that will help the country rather than focusing on the Challenges.l have worked with many Non South Africans(Foreigners) who are running their small or large businesses in the country for many years. l do their bookkeeping and tax for them to comply with tax regulations and compliance.
From my research and analytical review of their situation in the country, the following are some of the solutions and benefits that can be derive from documenting them if these will include in your procedures.
Also our honorable, you need some stakeholders, like financial institutions, Banks to assist them by opening Bank Accounts for their businesses. This will economically boost circulation of money through Banks.
A- Solutions(Rules)
1. Please adopt a procedure of, if they declare profit during their business financial year end and pay tax on their annual financial Statements, they will receive a certain period of business permit.The higher the profit, the duration will be the permit he or she will receive and also Department of home Affairs must charge certain minimal fees on all
permits they will issue
2. Those who run small and medium businesses that can employ one or two indigenous
South Africans will also receive certain permit.
3. All their businesses must be registered and have Bank Accounts accordingly.
4. Those who can pay fees and study must do so, to receive their study permit and in addition to this, those who can do their self employed business to support themselves must be allow if possible.
5. Those who fall out of businesses field should be given relative permits or any permit that
will enable them to be productive.
B-Benefits for the Country:
1. Through charging fee by Home Affairs, will raise revenue for the government
2. The higher, the profit ,the higher tax margin will be, will also raise revenue for (Sars)
3. Creation of jobs opportunities for South African will be increase.
4.Their contribution will increase National Gross Domestic product.(NGDP)
5. This will ease influx of individuals in the country. Meaning they can travel out and
in as they wish. Since they are undocumented , those who want to travel find it difficulty to
do so, hence the city of Johannesburg has become over populated.
6. Through their studies, some of them will fall within critical skills personnel that the country
needs and their skills will help to boost the production and strengthening relations among
African within the continent.
7. Skills can be acquired through apprenticeship, like hair salon, Barbars, Mechanics and Carpentry(wood work) from these Non South African to South Africans respectively.
