Good day, Honorable Member.
I am reaching out on this platform as a matter of urgency regarding a first-issue ID application for my sister (Permanent Resident since 2009) submitted in April 2025 at DHA Carletonville.
Despite escalating through your office in November and engaging directly with DHA officials, the process has stalled at the "verification stage" for eight months. My sister has already lost one academic year; she now faces losing a second as tertiary registration closes shortly.
The core issues requiring intervention:
Contradictory Requirements: On 19 January 2026, DHA requested a "Notice of Birth" alleging the application indicates an RSA birthplace. This is factually incorrect; she was born abroad, and her foreign birth certificate—the same one used to grant her PR status—was submitted with her application.
Procedural Inconsistency: This "Notice of Birth" is not a listed prerequisite for PR ID holders, nor is it obtainable as it is surrendered to consulates upon the issuance of travel documents.
Exhausted Channels: I have followed up bi-weekly with the DG’s office and the HACC email with no resolution.
Asks:
Immediate Correction: Please facilitate the correction of the birthplace error in the DHA system to reflect her submitted foreign birth certificate.
Expedited Finalization: Given the 9-month delay and the imminent tertiary registration deadline, I request that this ID be moved to printing immediately.
Alternative Pathway: If the ID cannot be issued this week, I request a formal Letter of Confirmation of PR/ID Application that the university will accept for registration.
We are not seeking a bypass of the law, but rather the fair application of existing policy. I trust in your intervention to prevent a young woman from losing another year of her future.
