I am a naturalised South African citizen and hold a SA passport. I cannot be issued with a smart I'd card because I was not born in SA, but I hold a South African passport , so why cant I have a smart I'd card? I'm good enough to pay taxes, but not good enough to have a smart I'd? Please explain why
