I understand your dept. already has an app for assisting in the safety of tourists but I would recommend you or your subordinates having a look at a free app called Safely Track Me.
It allows one to share a live position whilst hiking, mountaineering, driving, cycling, flying, skiing, paddling, sailing or walking and an important feature is that it makes no difference if the user’s phone is switched off as the tracking data is held by the receiver, not the user.

This sharing could be to the receiver’s WhatsApp number, SMS or email address.
