Dear Minister Sisulu

Many thanks for the opportunity to submit this letter to your Department on behalf of the community of Dysselsdorp.

The community of Dysselsdorp forms part of the Greater Oudtshoorn Municipal area.The community of Dysselsdorp was identified as a pilot site for the implementation of the Comprehensive Rural Development Programme ( CRDP ) in 2009 by the South African National Goverment,due to the socio and econimic reasons,including high unemployment and limited developments in the area.

In Dysselsdorp houses were build 27 years ago,while in Oudtshoorn more than 3000 houses for residents in the Informal Settlements were build on a regular base.Also in De Rust outside Dysselsdorp,many houses were also build for residents in the Informal Settlements.

During August 2018,Oudtshoorn Municipality announced that a housing project for residents of the Informal Settlements of Dysselsdorp was approved by National Government.Alll the necessary procuders was followed and alll documentations was signed.

During October 2019,Asla Construction,started with the Infra Structure development,which includes sanitation,stormwater,waterpipes for households,as well as the building of tar roads.This development was approximately R 20 million.This was the first phase of the housing project in Dysselsdorp and was successfully completed in October 2020.

The second phase,the building of top structures,includes 522 houses,7business properties,2properties for religious purposes and 1 property for a Creche.

During January 2021,the Western Cape Government announced that a further R 37.86 million was allocated for the completion of the project as part of the orginal contract of housing in Dysselsdorp.To the shock and devastation of the residents of Dysselsdorp,Oudtshoorn Municipality announced on the 03 February 2021,that the amount of R 37.86 million was cut to R 13 million and only 100 houses were to be build for residents on the waiting list and no houses for the Informal Setttlement residents.

Minister,Sisulu,in Dysselsdorp there are a serious baclock and lack of housing over the past years and hundreds of people live in Informal houses in Dysselsdorp,without running water and proper sanitation.

I am the Chairperson of Dysselsdorp Housing Commiottee,which was established on 30 August 2018,to represent the residents of the Informal settlement.

We want you as the National Minister of Human Settlement,Sanitation and Water to intervene and look into this urgent matter and investigate why residents of Dysselsdorp are threated like this after years and years of promises by Local Government officials.

We as the ANC in Dysselsdorp also intervene with Mr.Shaun Byneveldt,Shadow Minister of Human Settlement in Western Cape Government.

We hope to hear from you as soon as this is a matter of urgency.
