Dear Mr John Henry Steenhuisen . The complaint relates to longstanding (> decade) misconduct of the Registrar of Animal Improvement Mr J. Mamabolo with regard to the SA Sport Horse Federation. The SA Sport Horse breed was founded in 2004, and is based on international sport horse premises. The breed was approved by Mr Keith Ramsay who was Registrar of Livestock Improvement Dept Agriculture at the time. Joel Mamabolo was his successor. Since 2004, Joel Mamabolo has knowingly and intentionally violated the rights of SA Sport Horse Federation and its breeders by affording its breeding and registration rights to a parallel society, which itself was shown to be in violation of the Animal Improvement Act. Factual information and communication relating to this is on record. Joel Mamabolo also, without discusssion, disclosure, consent or participation of SA Sport Horse Breeders and their Federation, removed the SA Sport Horse as a government gazette developing breed. He and his superiors in the Dept Agriculture office have simply been silent with regard to communication aimed to resolve the issue. Beyond the SA Sport Horse Federation, Joel Mamabolo has implicated the Dept Agriculture in multiple instances of litigation with various animal studbooks over years. The most recent was successful litigation by the Chianina Cattle breeders, which additionally found Mr Mamabolo in contempt of court failing to implement terms of the court order. The SA Sport Horse Federation has already briefed legal counsel regarding a pending application in this matter, related to the restoration of the latter's rights. The SA Sport Horse Federation potentially provides a valuable and growing industry for South African, in which many people have invested extensively (time and finances) over decades. Considerable damages are implicated in Joel Mamabolo's and his superiors' decisions and lack of constructive action. Multiple efforts were made to resolve the issue in 2023 with Dr Ivan Meyer (Cape Town), but this proved fruitless. He was not available to meet and all referrals were met with no response.
