Dear Mr. Zibi,
My name is Bailey Mbalu and I was the Business Development Executive responsible for the development and implementation of the RAF turnaround strategy and later Chief Operating Officer for the period 2006 to 2009. I have been following the SCOPA Enquiry into the RAF and observed a lot if inaccuracies in the statements made by some of the witnesses and SCOPA being misled. I wish to make a submission to SCOPA. I had put systems and processes in place for bring order where there was chaos and successfully implemented the path to the turnaround but structures, processes and systems in place were dismantled and destroyed hence the RAF is finding itself in the position that it is today. Through my observation and from dealing with the stakeholders of the RAF, I believe that in addition to failures in corporate governance, opportunistic fraud and corruption, the organisation has been captured or under the control of certain agents, organisations and individuals within who has vested interest. My submission will be invaluable to SCOPA and the country in bringing insights on the agendas and the forces at play and what they have done and continue to do. What I have explained did not begin during my tenure, it was continuing and seems to this present day. It is systematic and has been going on for decades.

Please let me know the requirements for the submission and whether an oral submission alone would suffice or form of written submission i.e. signed statement, sworn statement or affidavit and the timeliness.
