- Police and Ex-police commander misuse of law.

I was employed by an Ex-police (Col), whom lost his contact due to bad performance.
He failed to financially keep up to our verbal agreement. Even afther communication between us took place.
I decided to keep a motion camera of him, till due payment was made. I also inform him In such.
Instead He decided to go to a Sapd-commander, whom served under him, while he was commander. The current commander gave instructions to detectives to open a case of fraud, which was actually a civil matter.
While the detectives was with me, I was told by them that they were instructed by they're commander to open a case of theft, though it's a civil matter, if not instructed, they would have not took the case.
In the presence of the detectives I called the Ex-commander and switch to speaker phone. While taking to him he intervened and told me "Go negotiate with the police"
For an Ex-police that left the SAPD because of his political views, and open a private investigator service, only to still be in charge of the SAPD, and utilising they're resources is not exceptible.
How do we as South Africans deals with this?
