        Good Day Honorable Minister,
    The purpose of this submission is to request your office to
    intervene on the issue of my  NCV certificates.
    I am one of the first students that started with the NCV courses
    that started in 2007 and finished in 2009,  with that said in 2019 i have not
    received my level 4 NCV certificate 10 years later. I have
    traveled from Ganyesa (home) to Bloemfontein many times requesting my
    certificate but the college has throughout the years only told me
    that they are awaiting certificates from the department of Higher
    education. And i have traveled to the department of high education
    by myself to get answers only to be returned at the security,
    because they say they do not talk to students and  i must go back
    to my college.
    This is really frustrating having spend three years studying and
    not be certificated. When I started this course we were assured
    that NCV Level 4 is equivalent to matric, this means if i want to
    study further or if i want to find employment i need this
    certificate.
    Honorable Minister, I do not know who to turn to anymore, I have
    tried everything in my power. kindly help me with this issue.
