The CDA will never work ,it failed and it will never work.Drugs,alcohol and substance abuse and all Social Ill need a well established Social Welfare Services at family level to be prevented. Those Boards,Authorities, National Councils will never uses money and they will never make any difference because they sit in offices and attend meeting ,have stats.There are even high positions in Provincial and National for Social related post ,but they don't have subordinates that work direct with families and communities, there is no Social Work Infrastructure that allows people to walk in at anytime they need help,there is no measure that is implemented proactively and reactively to prevent issues like these,there is no monitoring and evaluation, no tools to identify the roots of the problem. The government want to rely on NGOs that operate in some areas with limited resources and underpaid staff.

Drugs and all social ills problems will decrease the day the Parliament will be willing to categorize Social Work Services as essential service and employ Social Workers,Social Auxiliary Workers, Child and Youth Care Workers, Spiritual Workers, Psychologists, Criminologists, and involve Traditional where possible.,Implement One Plan of COGTA that will make Social Welfare Services to be implemented the same way in all local districts and liaise with relevant stakeholders like LED to have a well established Social Services and well established Socio-Economy.
