Dear Ms Sharif
My concern is that GBVF is murder,Rape, Family violence etc,of which we already have justice clusters to arrest, prosecute, impose sentence and rehabitate those Offenders.
The current justice system is designed as more reactive,with no mandate to mobilise arround families and Victims and cure the roots ,causes and symptoms of crime , violence and GBVF as described as pandemic with no proactive measures to supplement the reactive measures .
.SAPS do have Victim rooms that are designed for Victims on the period of laying a charge
.NPA Thuthuzela Care Centres in hospitals designed for medical examination and counseling
.NPA Court Preparation Officers for Victims and witnesses during court proceedings
.DCS Social Auxiliary Workers are for Victims for Successful Social Reintergration of Offenders
.DSD offices are in town or complexes not easily accessible
.DSD relief on NGOs to mobilise on families ,of there is no NGO at that specific place that aim at mobilising arround families and Victims that Community won't have any centre that the families and Victims can walk in to get help ,they will remain helpless,some NGO's objectives stereotyped the services e.g centre for raped children, abused women ect,and if the organisation services is in e.g Carletonville at Attredgeville there is no such services ,that makes no huge impact ,those organisations sometimes shut down due to non compliance or they are not funded.
.DSD deals with all this consequences of crime ,e.g drugs ,child neglection,orphans etc
Even if these stakeholders can try to extend their services and reach out to the families, Communities and Victims they are not designed to mobilise arround families, Communities and Victims to prevent victimisation or crime , violence and GBVF.
So if DWYPD establish the National Council for GBVF with members from the same stakeholders from Provincial, National, Ministerial and Parliament that is authorised to sit down and discuss the solution or strategy to prevent GBVF and submit to whoever that is responsible for implementation according to my view that is the duplication of what the government already have and it will never help to cure GBVF because it is also for crime that the country is already facing .
According to my view unless there is National Council that will mobilise arround families in communities in each and every district per ward and ensure that they develop the strategy that will proactively cure the roots, causes and symptoms of crime, victimisation and allot families and communities to participate in the process without stereotyping the services .
If DWYPD still seek to establish the National Council to solve Crime or GBVF with no Council or Body that mobilises arround families, Communities and Victims , promote justice,cure the roots , causes and symptoms of crime and journey with Victims after being harmed ,monitor and evaluate the services rendered to them and if there are no progrmmes that empower both men and women in communities crime and GBVF will remain.
