Dear Mr Mangwanishe.I would like to ask that ,which entity is responsible for the Empowerment and support of Victims, because Victims are helpless outside there as compared the way the Offenders are getting support on their rehabilitation process.

It is good that offenders are rehabilitated,but it doesn't make a sense that the Offender harm the Victims and go to correctional centre and get Psychological , Social Work , spiritual services and CIO programmes ,but Victims only get support at victim's room in Police Station when they open the case ,at the court during court proceedings and from DCS Social Auxiliary Workers when DCS is preparing the Victim for social reintergration of offender.

Sir in our communities there is no Victim centre that allows Victims to walk in anytime time they need help ,DSD is always in town or complex not easily accessible ,not even Victim friendly.

When is the implementation of what is written on the National Policy Guidelines for Victim?Empowerment,when is the implementation of what is written on Social Development Victim Support Bill (2020) Clause 10 and clause 14?

Which entity is has the responsibility to plan monitor and evaluate the implementation of what is tabled for victims as Offenders do have JICS that monitors the services offered to inmates from inside the centre to ministerial level.
