There is a constant lack of transparency with regards to the amount that the medical practitioner charges when "Contracted Out" until the bill is presented. The procedure I had done was allocated R 700 and the practitioner charged R 4000. I refused to pay because I did not accept that the practitioner should have a blank cheque on the fees (see Consumer Protection Act). This was some time ago an the practitioner has dropped the matter. My proposal is that legislation be introduced that requires the practitioner publishes the ID 10 code, Medical Aid Rates and the practitioner's charges with a column for the difference and quotes to be given to the patient before the procedure
