Dear Honorable Minister.

Thank you for the interests and passion you have showed in addressing the dare situation in Mangaung Metro by sending in the panel of experts to manage the institution in order to take it to its ability to become a responsive developmental local government inclusive of all the stakeholders in our area.

We must emphasis our undivided support for the team led by the NCR, and our commitment in working together with the team to ensure that, the team completes its mandate according to sec 139(7) of the constitution of the RSA.

However Dear Minister it is also hounarable of us to indicate our dissappointment, regarding the way things are done in this Metro, the following are red flags amongst many host of things,
1. No relationship between the Legislature, Executive and the Administration.
2. the is no clear plan on how financial recovery is going to be executed.
3. Factional battles that serves personal interests within the ruling party dictate the direction the arms of the munnicipality namely Legislature, Executive and Administration have to take
4. The salary bill of the municipality is still unaccepably high with
5. No financial descipline with irregular overtimes and acting in higher positions costing the municipality , while service delivery has collapsed.
6. No consequence managaement is taken against those who are doing wrongs things in this institution and the recommendations of the National Treasury are not taking into account.
7. some ruling party councilors have openly declared their working relationship with the opposition parties to collapse the ANC Council in order thta, the ANC should be in the opposition

this are just a summary of the state of affairs in Mangaung and if nothing is done in to changing the situation, this is a recipe for disaster.

Hopefully thi will be found in order.
