If one can believe what was written by reporter Sakhiseni Nxumalo in the Mercury today 31 Dec. 2020 relating to your appearance at KwaMashu yesterday when you apparently stated “People who are walking around without face masks will be arrested”, it is quite evident that you have not read Regulation 1423 published by Comrade NDZ on 29 Dec. 2020. I would suggest that you familiarize yourself with Clause 34 (2) where it quite clearly states that “any person who fails to comply with a verbal instruction by an enforcement officer to wear a mask, commits an offence, …”.
This conflicts with what the State President announced on 28 December and what you as Minister of Police are stating.
It is incumbent upon you to inform the nation correctly as stated in the Law (Regulations) otherwise none of us will have any respect for you.
