Dear Saintes Harry Van Wyk, I'm a member of the OCPA known as the Oppermansgronde Communal Property Association. We are currently between a rock and a hard place on Oppermansgronde.
The Oppermansgronde land claimants(900 households claimed the land) claimed the land and was settled in 2005. Majority of this households (more than 750 households) are currently excluded from the Association and from any decision making. The Oppermansgronde Communal Property Association consist of an unknown minority (35 households) of households. Democracy is no more important for this CPA as minority rules. Evictions of members are taken directly to the High Court whithout RDLR and the Minister informed of such decisions.
It is a non-compliant and compliant CPA according to the 2022/23 year RESULTS. We also don't know what RDLR are doing as caretaker as it seems that they also don't know what's really happening on Oppermansgronde. They spend money on lawyers to do mediation, however nothing had been implemented (Honey Attorneys, Oppermansgronde Enquiry 2021).
However, we as descendants of Frederick S. Opperman are not recognized as members of the OCPA We currently don't have any access to AGM Meetings, our people are taken to the High Court because we wanted an AGM meeting. No financial statements AND NO transparency in this CPA. We as a family are doomed, frustrated and in distress. Poverty and drug abuse are prevalent when entering Oppermansdorp.
We need an urgent intervention from the Portfolio Committee and want this Oppermansgronde Communal Property Association to be placed under administration or it must totally be dismantled.
The community's irrigation Land (allocated for the poor) are currently used by a white farmer although OCPA Constitution (14.1 en 2) prohibits this action. Selling of communal land also now a question and must be investigated.
We as the Oppermansgronde community are in need of a speedy response and urgent intervention from RDLR to place this CPA under administration.
