Dear Mr Cele
I really appreciate your willingness to engage with gunowners on the issue of how to handle the 430 000 expired white licences.
I would like to give my input to you directly. Firstly, I would propose a R1000 penalty on every expired licence. If a gunowner does not want to pay this, his weapon must be disposed of as currently proposed. This will bring in an amount of money of around R400 million, enough to fund a total rewrite of the FCA.
As to what changes should be made :
To my mind a person should have a competency certificate which indicates that a particular individual is COMPETENT TO BUY AND USE firearms.
This competency should be renewed say every 10 years.
In addition, every firearm in this person's possesion should have a non-renewable licence in order to keep the Firearm Registry up to date. This will lighten the burden on SAPS greatly.
Should an individual lose his competency, all his firearms should be handed in.
An amnesty period should be used to handle expired licences until such time as this revised FCA can be implemented.
