Dear Honorable MP,

As we are losing our loved ones, losing money, assets, identity, dignity due to crime planned and executed using communication services from Cellphone carriers in SA.

This is preventable via the following legislative proposal and implementation of the legislation. Mandatory Biometric KYC for SIM Cards and Cellphone Use

Legislative Proposal
Require all cellphone users to complete biometric KYC (Face and Fingerprint) verification for SIM activation and continued network use. This would be legally mandated for all cellphone companies operating in South Africa.

Key Implementation Steps
1. Biometric KYC for Smartphones:
- Users with smartphones can complete KYC in real-time using their devices, utilizing apps or online portals provided by cellphone carriers.

2. Non-Smartphone Users:
- Users without smartphones must visit cellphone carrier offices or authorized agents to complete KYC in under 10 minutes.

3. SIM Card and Network Restrictions:
- Each SIM card must be registered to a verified biometric profile.
- No phone should connect to a network without biometric KYC verification,

Outcomes and Advantages
- Prevent Unauthorized Communication:
- Blocks unverified South African citizens and individuals, including illegal immigrants, from accessing communication networks.
- Reduces the use of anonymous phones in crimes. Eliminates prisoners using cellphones from prison to plan, organize, execute crimes from prison

- Stop Device-Related Crimes:
- Prevents the use of stolen phones on local networks, reducing phone theft as we daily lose loved ones as their are killed, maimed, scared emotionally through violent taking of the devices only for those devices to be used in the cellphone carrier networks with impunity

- Secure Financial Transactions:
- Hinders kidnappers and fraudsters by linking bank account activations and money transfers to verified biometric data. No more scammers opening retail store accounts using stolen identity as at the store they will need to do a biometric KYC. Accessing any government service like hospital; SASSA, HOME AFFAIRS should require Biometric KYC, these will ensure that verified citizens get the services intended for them.

- This system will Strengthen Law Enforcement:
- Enables better tracking of devices and communication used in criminal activities.

Network Monitoring via IMEI
- Device Identification:
- Cellphone companies can track all phones on their networks using IMEI numbers.

- Device Restriction:
- Phones without biometric-linked SIM cards are blocked from making calls or accessing data.

- Telecom companies ensure legitimate users and reduce fraud risks.
