Good day

We need assistance from all members of RSA parliament to stop the Officials of Dirco from this illegal and irregular appointment of An NGO called SAHUC to Operate the Haj process in SOUTH AFRICA and in SAUDI ARABIA which has brought South Africa into DISREPUTE and cause untold damages and harm to the Nationals

We submit that we have ascertained that The officials of Dirco have wronged The Pilgrims and us South Africans by Advising That all proposed Pilgrims need to Register at a cost ,albeit unnecessary, with SAHUC AS PER Dirco directive and this was announced and introduced in 2001 and practiced rigidly from 2009

We have now Confirmed in Writing that this was not a law or a prerequisite by the Government of Saudi Arabia but a scheme concocted by Officials of DFA now Dirco !
THIS MUST BE STOPPED FORTHWITH

We also have confirmed the following

Any agreement between SAHUC and a foreign ministry in another country binding South African citizens to a “protocol”/ “agreement” is ultra vires. (i.e. they have no authority to conduct such business)

International agreements
The negotiating and signing of all international agreements is the responsibility of the national executive.
An international agreement binds the Republic only after it has been approved by resolution in both the National Assembly and the National Council of Provinces, unless it is an agreement referred to in subsection (3).
An international agreement of a technical, administrative or executive nature, or an agreement which does not require either ratification or accession, entered into by the national executive, binds the Republic without approval by the National Assembly and the National Council of Provinces, but must be tabled in the Assembly and the Council within a reasonable time.
Any international agreement becomes law in the Republic when it is enacted into law by national legislation; but a self-executing provision of an agreement that has been approved by parliament is law in the Republic unless it is inconsistent with the Constitution or an Act of Parliament.

The republic is bound by international agreements which were binding on the Republic when this Constitution took effect.

Dirco insists that SAHUC is engaging a foreign government and signing agreements without their Input or participation

We have requested proof which will be furnished as it is untrue

If what i have mentioned above is incorrect please provide the following proof:

The regulatory approval of SAHUC in the South African parliament
Proof of the agreement between the parties (Kingdom of Saudi Arabia & Republic of South Africa)


We need assistance from all members of parliament to stop this illegal and irregular appointment and remove this imposition from the Muslims and take against Dirco officials

We submit that the directive from Minister AZIZ PAHAD in 2001 has been proven false albeit a farce wherein he stated that THE government of KSA has introduced the Mandatory application for Accreditation through SAHUC APPLICABLE to all who want to Perform The Hajj
