Dear Mr. Hoosen
I hope I may enlist your assistance ?
My late father - Cecil Douglas Dowie was born on the 2nd of December 1920 and died on the 30th April 1956 - death certificate 047096
We have tried for 4 years to get the birth certificate from home affairs, if they bother to answer it is always with a request for an I.D. number, which we do not have! I believe I.D. numbers were introduced after his death?
