Dear Chairperson and Members of the Portfolio Committee on Police

I write to formally raise concern regarding the increasing prevalence of bank related fraud and the perceived gaps in accountability, response and investigative outcomes by the SAPS.
Bank fraud has become a widespread and deeply distressing issue affecting ordinary citizens, small businesses, and vulnerable members of society. Victims often experience severe financial loss, emotional distress, and prolonged uncertainty. Despite reporting these crimes through the prescribed channels, many complainants encounter significant delays, lack of feedback, and in some cases an apparent absence of meaningful investigation by SAPS.

While financial institutions have a responsibility to implement robust fraud-prevention measures, SAPS bears a constitutional and statutory duty to investigate criminal conduct, hold perpetrators accountable, and restore public confidence in the criminal justice system. There is growing public concern that cases of bank fraud are not prioritised, are inadequately resourced, or are closed without sufficient investigation, particularly where the crimes involve cyber-enabled fraud or organised syndicates.

Furthermore, victims frequently report difficulties in obtaining case updates, accessing investigating officers, or receiving clear explanations regarding the progress or outcomes of their cases. This undermines trust in SAPS and contributes to a perception of impunity for financial crimes.

I respectfully request that the Portfolio Committee on Police consider exercising its oversight role by:

Assessing SAPS capacity, training, and resourcing to investigate bank-related and cyber-enabled fraud;

Evaluating case management practices and accountability mechanisms within SAPS for fraud investigations;

Engaging with SAPS leadership and relevant stakeholders to identify systemic challenges and corrective measures; and

Ensuring that victims of bank fraud are treated with dignity, kept informed, and afforded effective access to justice.

Given the significant economic and social harm caused by bank fraud, it is essential that SAPS is adequately equipped and held accountable for fulfilling its mandate. I trust that the Portfolio Committee will give this matter the urgent attention it deserves in the interest of public confidence and the rule of law.
