could you kindly assist me:

recently I have been getting phone calls from a company called Revco about a RDP house that I apparently own, the rates and taxes of this house are behind, the house is situated at 22 Tambo Street in Cradock, I have been to the Inxuba Yethemba Municipality to try and understand what is happening but in vain, because the house is already occupied by someone who says they also own it, and the biggest problem is that I cannot apply for an RDP house anywhere else as it is recorded that I already own one.

Can I please get assistance as to what can be done so that I can also legible to apply or get a RDP house.
